Incrementally increases
the value of the scholarship up to 80% of unweighted funding received by students attending public
schools. Allows new financial sources to fund the
scholarships, to include the existing corporate income
taxes, and proposing new credits for gas severance taxes,
alcoholic beverage excise taxes and direct pay sales and use
taxes. Schools serving 30 or more FTC students in grades
3-10 will be required to participate in certain
norm-referenced tests and report learning gains; any school
with at least $250,000 in scholarship funds the previous
year requires a financial report from a certified accountant
each year.
During the 2008-2009 school year, the program served
3,200
students attending Catholic elementary and secondary schools. A
March 2009 report by
the
State
determined that the program saves Florida nearly $40 million per
year.

Clarifies the responsibilities
of the Agency for Workforce Innovation (AWI) in implementing a
comprehensive system of school readiness support services.
Requires early learning coalitions to implement direct
enhancement services and ensure access in the 67 counties of
Florida. Provides that child care facilities, large family child
care homes, or family day care homes may apply to the Department
of Children and Families (DCF) to receive a Gold Seal Quality
Care designation. Revises procedures for child care market rate
reimbursement.
The Voluntary Prekindergarten Education Program is administered
locally by school districts and “readiness” (early learning)
coalitions. While the Florida Department of Education (FDOE)
administers the accountability provisions of VPK, the AWI
handles the operational aspects. To participate in VPK,
non-public schools must be licensed by the DCF, accredited by
Gold Seal, or accredited by a member of the National Council for
Private School Accreditation (NCPSA) or another state approved
organization.
